Birth records don't become fully public until 100 years after the date of birth; death records remain restricted for 50 years from the date of death.

Divorce Records: Under KRS 213.131, divorce records are restricted and may only be accessed by the parties named on the record or individuals holding a court order. Marriage Records: Marriage licenses and certified copies are issued by the Harlan County Clerk, not the Circuit Court Clerk. Harlan County Probate Court Records
