Boone County sits in the northern tip of Kentucky along the Ohio River, with Burlington serving as the county seat. The county’s judicial operations are administered through the Boone County Justice Center, which houses both the Circuit Court and the District Court. These two courts, together with a Family Court division, handle all felony and misdemeanor criminal cases, civil litigation, juvenile matters, probate proceedings, and domestic-relations disputes filed within the county. The Office of the Circuit Court Clerk serves as the official custodian of court records generated across all of these divisions, while the Boone County Clerk’s Office maintains marriage licenses, property records, and other county-level documents.

Kentucky residents and members of the public who wish to access court records can do so through several channels, including the local clerk’s office, the statewide online case-search system, and written open-records requests. The Kentucky Court of Justice maintains centralized resources for locating case information, understanding filing procedures, and connecting with individual county clerks. KentuckyCourts.us may also assist users in finding publicly available court case data across the Commonwealth. Starting a search at either the state level or at the Boone County Circuit Court Clerk’s office will direct users to the appropriate records.

Are Court Records Public in Boone County?

Kentucky law establishes a strong presumption favoring public access to government records. The Kentucky Open Records Act (KRS 61.870–61.884) grants any Commonwealth resident the right to inspect public records held by government agencies, including records maintained by the courts and county offices. Both the Boone County Circuit Court Clerk and the Boone County Clerk process open-records requests under this framework.

The Boone County government open-records page outlines the county’s procedures. Requests to the County Clerk may be submitted in writing, by mail, by fax at (859) 498-8729, or by email to boonecounty.openrecords@ky.gov. A standardized Open Records Request Form is available but not mandatory; a written letter containing the requester’s name, signature, description of the records sought, and a statement of Kentucky residency satisfies the statutory requirements.

Response Time and Fees

The custodian must respond within five business days. Copy charges for non-commercial requests through the County Clerk’s office are:

Searching Probate Records

Probate case information may be available through the KYeCourts portal for electronically filed or indexed cases. 4. Filing an inventory and appraisal of estate assets
  5. Providing notice to creditors
  6. Filing periodic accountings with the court
  7. Petitioning for final settlement and distribution

Wills admitted to probate in the District Court must be recorded with the County Clerk. Under KRS 64.012, the filing fee for recording a will is $47.00, with $3.00 per page beyond five pages. Renunciation of a will must be filed within six months of probate, acknowledged before the County Clerk, and recorded in the county where probate occurred (KRS 392.080); the filing fee is $46.00.

Guardianship and Conservatorship

Petitions for guardianship of a disabled adult or conservatorship of an estate are filed in the District Court.
